In the tiny Washington town of Lynchboro, OCB agents McPike (Jonathan Banks) and Lococco (William Russ) argue over the best method to bring corrupt town boss Volchek (Steve Ryan) to justice. Meanwhile in Seattle, AWOL undercover agent Vinnie (Ken Wahl) takes a minimum-wage job with a shady medical-supplies company that may well be polluting the environment near a schoolyard.
