A young couple celebrating their wedding anniversary are the apparent victims of a murder and a carjacking. Unfortunately the crime scene is compromised by bad weather, whereupon the plot thickens when the stolen car unexpectedly turns up. Meanwhile, Catherine (Marg Helgenberger) goes head to head with a corrupt bureaucracy when three elderly citizens are killed in the collapse of a city-owned housing structure., A couple are killed outside of a fancy restaurant., Catherine investigates the collapse of an apartment building which resulted in the death of three elderly people; and a couple is attacked and killed after walking out of a fancy restaurant to their car, but when the team arrives on the scene, the only eye-witness is a young man who stayed behind to give his statements.
