The root of the problem is the nasty Captain Seas (Paul Wexler)., A throwback to the old, innocent movie-comic world of the 30s, where a man stayed down after a right hand from the Doc or one of his five sidekicks. The dodgy effects only heighten the sense of charming unreality.
