It is set in a dirty industrial port filled with factories, decaying ships and garbage. Near a minefield, there is an oil platform with a castle upon it. Inside the castle lives the melancholic, mad Dr. Krank who has the Cyclops, a gang of one-eyed cult devotees, running about abducting small children. Krank needs the urchins so he can steal their dreams. In the castle Krank is kept company by six clownish clones, his dwarf mother, and a talking brain in a fish tank. One day the Cyclops kidnap Denree, the younger brother of the itinerant harpooner, One, who spends most of his days hanging around the harbor. One is involved with a thieving band of orphans controlled by the Octopus, Siamese twin sisters. He befriends the 9-year old orphan girl Miette who comes to help him find his brother after she herself is almost abducted. Both of them then must escape from the former freakshow owner who once employed the Octopus.
