The story of the film revolves around a man named Jeon Hae Woong. He is a political figure in Busan.
Jeon Hae Woong wants to become a member of the National Assembly. He is confident that he will become an assembly member in the upcoming elections. Jeon Hae Woong gets abandoned by a powerful figure in the political world named Kwon Soon Tae. Because of him, Jeon Hae Woon loses a chance to get a nomination to participate in the upcoming elections.
Jeon Hae Woon obtains the confidential documents for redevelopment plans in Busan. He thinks that this will help him get a nomination for the election. He uses this plan with the help of a mafia leader. Jeon Hae Woong participates in the election as an independent candidate. He gets support from the people.
Meanwhile, Kwon Soon Tae gets to know that Jeon Hae Woong is using the confidential plan to gain the support of the public. Kwon Soon Tae plans to stop Jeon Hae Woong from misleading the public. But he has to face the mafia leader to reach Jeon Hae Woong. Will Kwon Soon Tae follow his plan?
